Required Qualifications
  • Bachelor’s Degree in human resources, public administration, general business, business management, personnel management, industrial relations, or related field from an accredited college or university
  • Two years of progressively responsible professional experience
  • Possess or be able to obtain, and maintain a valid driver’s license and have a satisfactory driving record
  • Demonstrated sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, and ethnic backgrounds of community college students and staff

Desirable Qualifications
  • Master’s degree in related field
  • Human Resources leadership experience
  • Experience working in community colleges or higher education
  • PHR or SPHR Certification
  • Commitment and experience in advancing diversity, equity, and inclusion initiatives
  • Successful experience in personnel development
  • Collective bargaining experience
  • Expertise or experience in database software implementation and maintenance; ability to facilitate implementation of complex processes involving multiple departments
  • Familiarity with continuous quality improvement in complex institutions, and with data-based decision-making

Essential Duties
  • Provides leadership in the recruitment, selection, hiring, retention, training, evaluation and discipline of District personnel
  • Serves a lead employee relations contact, supporting employee development and labor relations
  • Develops and promotes strategies to enhance diversity, equity, inclusion, accessibility, and belonging within the organization, ensuring that all employees feel valued and supported. Development and implementation of professional development opportunities for District personnel
  • Provides leadership and direction in all areas of responsibility, as well as institutional compliance with District policies, state and federal laws, rules, and regulations
  • Provides leadership, planning, implementation, direction, and evaluation of Human Resources programs and services; i.e. collective bargaining, employee relations, Human Resources Information System, and EEO practices
  • Assists in the development and recommendation of personnel policies, procedures, and programs to meet the needs of the District; maintains current knowledge of changes in legislation and court decisions affecting community colleges; apprises others of pending changes to current practices; drafts suggested policy changes for Cabinet
  • Maintains classification/compensation systems; monitors reclassification reviews and salary surveys; analyzes information, renders reports, develops position descriptions and makes recommendations
  • Prepares and interprets required state, federal, and District reports, including personnel diversity reports, Governing Board reports, Chancellor’s Office reports, contract documents, and other materials
  • Provides consultation and technical expertise to administrators, faculty, management, classified, students, and other personnel concerning Human Resources operations and functions
  • Receives and resolves complaints and employee disciplinary issues; participates in grievance processes, and monitors disciplinary actions; discusses situations with personnel and attorneys; investigates personnel matters as appropriate; prepares related reports and maintains District official records of personnel proceedings; researches legal matters and coordinates with legal counsel on personnel matters.
  • Provides office staff supervision including selection, training, coordination of tasks, assignment of priorities, and conducting performance evaluation
  • Prepares strategic plans and program reviews for Human Resources operations and assists in the preparation of other plans as directed
  • Directs the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to personnel and assigned activities
  • Manages oversight of the District’s efforts to comply with legal and regulatory obligations in support of the District’s mission, vision and policies as they relate to Title IX, develop, recommend, and ensure Title IX compliance and training programs and strategies which meet federal and state mandates
  • Conducts or coordinates sexual harassment complaint investigations under Title IX regulations
  • Prepares a variety of items for Board review or approval
  • Represents the District as a member of the collective bargaining team(s). May represent the District in negotiations and/or grievance processes
  • Ensures ongoing training for staff on relevant policies, procedures, and legal requirements related to HR practices, DEIA, and employee rights
  • Provides information and serves as a resource to employees regarding their rights, classification, requirements, benefits, retirement, compensation and other related items
  • Oversees professional development activities, in collaboration with others
  • Provides direction in ADA and sexual harassment prevention matters; investigates, analyzes and adjudicates claims of harassment or discrimination.
  • Oversees the administration and maintenance of the Human Resources Information System. Identifies, develops and implements technology initiatives to ensure all areas of Human Resources operations are efficient, accurate and provide quality services.
  • Directs the maintenance of confidential human resources and personnel filing systems
  • Effectively communicates to the public or to employees on behalf of the District or Superintendent/President when required
  • Performs other related duties as assigned

This work is performed indoors under general office conditions.

Salary Range
$123,626 - $145,201 annually
