The Union Health Center (UHC) is seeking a full-time Director of Human Resources to join our team!
Background
The Union Health Center (UHC) is an innovative primary and multi-specialty center focused on providing well-coordinated and accessible healthcare. UHC has been providing care to New Yorkers for over one hundred years, founded by the International Ladies' Garment Workers' Union (ILGWU) and the Amalgamated Clothing Workers of America (ACWA). UHC was established to provide affordable and comprehensive healthcare to union members and their families, and has been recognized by the National Committee for Quality Assurance (NCQA) as a Patient Centered Medical Home since 2009. The center was built around a team-based model that integrates health coaches and serves a patient population that experiences a heavy burden of chronic disease and varying levels of health literacy. UHC maintains Primary Care PCMH recognition and is certified as an Article 28 facility.
Role Summary
The candidate will be an integral part of the senior leadership team, directing and coordinating all Human Resources activities, and supporting and encouraging staff development. Reporting to the CEO, the candidate will provide guidance to senior and middle management on all human capital issues, and manage payroll. The candidate in conjunction with other senior leaders will also ensure that employee satisfaction and performance remain at the highest levels, so the Center continues to offer a best-in-class experience to its patients.
Responsibilities:
Leadership
- Participate in leadership meetings by providing the current human resources perspective in helping influence operational decisions.
- Propose and implement initiatives to enhance and strengthen the HR function at the center.
- Provides the leadership and direction necessary to implement the human resources policies established by the Union Health Center’s Senior Leadership.
- Provides guidance and direction to all clinical and administrative departments as well as all managers on human resources matters.
- Advise Senior Management to guide policies and practices that support a culture of respect and excellence.
- Ensure that employees are provided professional, courteous, and timely operational support and service.
- Supervise human resources assistant.
HR Administration
- Guide leadership and employees’ actions by ensuring ready access to current policies, procedures, practices and guidelines in the center’s employment handbook.
- Research and recommend updates to the center’s employment practices and develop written policies once adopted.
- Annually review, update, and publish the employee handbook and ensure collection of employees’ acknowledgments of receipt.
- Provide ongoing guidance, counsel and training to company leadership and supervisors with work performance issues, disciplinary procedures, policy interpretation and compliance.
Talent and Development
- Partner with managers to develop and implement performance management plans that promote employee growth and development.
- Identify and source training opportunities to address skill gaps and enhance employee capabilities.
- Coordinate and facilitate internal or external training programs for new hires and ongoing professional development.
- Develop and maintain onboarding programs to ensure a smooth and positive new employee experience, and provide an understanding of our company’s culture and expectations.
- Track training effectiveness and recommend improvements to learning and development programs.
- Stay current on industry trends and best practices in talent development.
- Assist with succession planning initiatives to identify and prepare high-potential employees for future leadership roles.
- Advise managers on coaching and mentoring techniques to support employee development.
- Monitor and administer regular employee engagement surveys, analyzing results and determine interventions to improve overall staff engagement and satisfaction.
Compensation and Benefits
- Manage payroll
- Perform a comprehensive evaluation of compensation and benefits in support of making recommendations about salary grades and levels that ensure internal equity and market competitiveness.
- Create internal compensation data benchmark that aligns with the Center’s compensation philosophy.
- Ensure that effective internal controls over payroll and benefit processing are maintained
- Develops and administers policies relating to retirement, group insurance and other staff benefit plans.
Employment Law and Compliance
- Ensure that employment practices comply with federal, state and local laws and that all employees are informed about statutory labor laws.
- Conduct and/or facilitate company-wide compliance and risk management training including, EEO, workplace harassment, sexual harassment, workplace safety and other areas, as needed.
- Oversee administration of retirement plans, ensuring regulatory and plan document compliance.
- Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Services, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits and reports necessary or suggested changes to management.
- Supports the stated goals and objectives of the Patient Centered Medical Home by working cooperatively with all clinical and non-clinical staff to develop procedures that enhance the Health Center’s team-based approach to patient care
Labor Relations
- Act as liaison with local 153 union labor union.
- Work closely with senior management to administer collective bargaining agreements and meet responsibilities defined by it.
- Work closely with external legal counsel to manage the grievance process, conduct timely and well-documented investigations, and ensure proper resolution.
Record Keeping and Reporting
- Maintain secure and confidential documentation for all personnel and employment related transactions such as hires, promotions, transfers, performance reviews, terminations.
- Ensure accurate tracking and reporting of sick leave, personal days and vacation.
- Maintain key statistical data on the workforce.
Position Qualifications and Education Requirements:
- Master's degree in Human Resources Management, Business Administration, or a related field preferred
- Bachelor’s degree in Human Resources Management, Business Administration, or a related field required
- HRCI or SHRM Certification preferred
- Minimum of 3+ years of experience in a human resources leadership role, with a focus on healthcare, preferred.
- Minimum of 5+ years of experience in a human resources generalist role
- Compensation range from $130,000K to $165,000K

Salary Disclosure Information:
The Union Health Center provides a salary range to comply with the New York City law on Salary Transparency in Job Advertisements. Actual salaries depend on a variety of factors, including experience, specialties, historical productivity, historical collections, and hospital/community need. As such, an actual salary may fall closer to one or the other end of the range, and in certain circumstances, may wind up being outside of the listed salary range. The salary range listed is for full-time employment and does not include bonuses / incentive compensation or benefits.
