Description
Direct, coordinate, supervise, and evaluate all functions of the College and Career Readiness programs, Adult High School (AHS), High School Equivalency (HSE), English as a Second Language (ESL), Adult Basic Education (ABE) to ensure that standards for program integrity and accountability are being met. Investigate, develop, and implement the College and Career Readiness curriculum and programs. Train and/or provide training to the College and Career Readiness staff. Prepare and monitor budgets, which include seeking alternate funding sources through grants. Maintain inventory of instructional materials and equipment. Provide oversight in the utilization of the Comprehensive Adult Students Assessment System (CASAS).
Examples of Duties
- Attend regional, state, and national workshops to gain program information and professional growth as required by the supervisor.
- Lead, direct, supervise, and support faculty and staff in the Workforce Readiness Department.
- Direct or initiate all personnel actions, including hiring, annual personnel performance evaluations, etc.
- Provide classroom instruction as necessary.
- Develop a College and Career Readiness curriculum and programs to serve the community's needs.
- Prepare and submit the annual Workforce Readiness Program Plan, necessary reports, and manage program budgets.
- Conduct initial placement interviews, process student transfers from public schools, and serve as counselor and advisor for ABE, HSE, AHS, and ESL students.
- Ensure program integrity and accountability in accordance with State mandates and Halifax Community College standards, policies, and procedures.
- Audit classes for accountability and relevance to the Workforce Readiness program mission.
- Visit off-campus classes at least once monthly.
- Supervise the maintenance of records and the preparation of a variety of reports and analyses.
- Plan training of new ABE/HSE/ESL/AHS instructors to use appropriate assessment instruments and selection of instructional materials.
- Provide oversight of in-service training for instructors, specifically in the utilization of the Comprehensive Adult Students Assessment System (CASAS).
- Provide oversight of monitoring ABE/HSE/ESL/AHS classes to ensure that program integrity and accountability standards are being met.
- Maintain overall inventory of instructional materials, approve orders for materials, and ensure records of materials checked in/out by instructors are maintained.
- Establish recruiting and retention objectives and establish an overall College and Career Readiness recruiting and retention plan.
- Supervise coordination of transportation and other support services for ABE/HSE/ESL/AHS students.
- Ability to research, apply, and implement innovative grant opportunities.
- Possess computer/technology competencies as appropriate to the position.
- Work with NC Works and other community stakeholders.
- Acquire computer/technology competencies as appropriate to the position.
- Maintain security of personal computer access.

Minimum/Required Qualifications
Minimum
- Bachelor’s Degree in Education, Adult, and Community College Education, Counseling, or other related fields.
- One year of experience in the development and delivery of adult education programs and services OR an equivalent combination of education and experience..
- Master’s Degree in Education, Adult, and Community College Education, Counseling, or other related field. Demonstrated ability to work effectively with the public sector. Formal training in the Comprehensive Adult Student System (CASAS) and curriculum development. Bilingual; Career Readiness Certificate (CRC) Experience with business and industry sectors and workforce development programs.
- Extensive supervisory experience. One year of experience in community college and/or literacy programs.
