Job Description
Position Title: Human Resources Specialist (Remote and Onsite) This role is predominantly offsite, however, there will be specific in office days at least once per month.

Summary: Accel Solutions is looking for a Federal Human Resources Specialist to assist our customer, the Office of the National Coordinator for Health Information Technology (ONC) in its Office of the Chief Operating Officer. The candidate will help the Financial and Human Capital Division (FHCD) to implement Human Capital requirements to close the gaps within the ONC workforce. The Federal Human Resource Specialist will support the overall wellness of the organization which aligns with the National Coordinator’s priorities and President’s Management Agenda (PMA). This resource will support a variety of Human Capital projects to streamline and improve the recruitment and staffing functions of FHCD. The contractor will be expected to have a comprehensive knowledge of talent management, classification, strategic human capital planning, and functions of a federal HR operations office. An individual familiar with the Department (Health and Human Services) is desirable, but not a requirement.
Essential Duties and Responsibilities
- Provide expert consulting on HR duties in one or more areas such as classification, staffing, recruiting, benefits administration, employee relations or labor relations.
- Work with office FHCD Leadership to evaluate workforce needs and strategies to fill vacancies.
- Support the development of strategic plans for recruiting during surge hiring times.
- Provide regular updates to Human Capital Branch Chief.
- Collaborate with the Human Capital staff on new recruitment projects.
- The contractor will demonstrate expertise in the Microsoft Office Suite (such as Office, Word, Excel, and PowerPoint), Salesforce, SharePoint, MS Teams, and Tableau.
- Additional duties will be assigned as needed.
Required Qualifications
- Bachelor's degree preferred
- Four additional years of work experience may substitute for the degree requirement.
End Results/Deliverables
- Development of a comprehensive ONC-wide training plan.
- Assist in developing SOPs as it relates to organizational development, succession planning and, developing high-level briefing materials for FHCD meetings with HHS Senior Executives.
Job Types: Full-time, Contract
Pay: From $89,000.00 per year
