Basic Function

Under the direction of the Assigned Administrator, plan, organize, direct, and supervise activities of the assigned program(s). Coordinate the development of classes and programs including determination of needs and interest, planning, implementation, and evaluation; communicate with community individuals, groups and District staff regarding program related classes and activities.

Minimum Qualifications

Education and Experience:
• A Master’s degree from an accredited college or university and two years of increasingly responsible experience in program and/or grant management.
• Ability to relate well with peers, co-workers and nontraditional students, to communicate effectively both verbally and in writing, to adapt to varied situations, to plan and organize work, and to function independently, and knowledge of student services programs.
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

Essential Duties

1. Plan, develop, schedule, monitor, and evaluate assigned programs and services. E
2. Promote assigned program(s) on campus and in the community E
3. Develop the preliminary budget for the area and manage the adopted budget. E
4. Plan, develop, and submit program plans and fiscal reports on a timely basis. E
5. Establish funding priorities and manage funding cycle(s). E
6. Perform duties as Manager for assigned program(s); develop, coordinate, implement, and organize the program’s activities. E
7. Communicate and coordinate activities with other District departments, personnel, other community colleges, various governmental and community agencies, advisory committees, and the public. E
8. Develop accurate, comprehensive and up-to-date program evaluation materials. E
9. Coordinate recruitment activities; prepare and provide informational materials to the public; contact special interest groups/population concerning program related activities. E
10. Research and compile information and prepare various reports as needed. E
11. Train and provide work direction of assigned staff; participate in selection process and evaluation of work as required. E
12. Provides on-going monitoring of the grant requirements to ensure that all funds are being spent properly and ensuring that targets are met. E
13. Establish and maintain liaison with community representatives, organizations and public agencies to encourage participation, stimulate interest and coordinate campus. E
14. Prepare and edit course descriptions for content and accuracy for flyers, brochures, pamphlets and course schedules. E
15. Plan, organize, and participate in a variety of advisory committees; attend a variety of on and off campus meetings; attend professional meetings, conferences and workshops as approved. E
16. Coordinate partnerships with employers, community colleges and various local and state entities. E
17. Effectively represent the District to clients in accomplishing the goals and objectives of the grant. E
18. Perform related duties as assigned.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Desired Qualifications

• Experience in managing academic or outreach programs, including budgeting, scheduling and resource allocation. 
• Proven success in leading a team of staff to support students through the community college application and registration process.
• Ability to effectively collaborate with high school administrators, teachers, students, and parents, as well as community college faculty and staff.
• Excellent written and verbal communication skills to facilitate outreach, recruitment, and partnership development. 

Working Conditions

Working Conditions:
District office environment and domestic travel may be required. Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

Special Requirements
Essential duties require the following physical skills and work environment:
  • Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
