Job Summary:

Kalman & Company's Business Analytics team is seeking a motivated, experienced professional to join our growing team of cost analysts serving Federal and DoD clients in the San Diego area. The resource must be located in the San Diego area to be considered since meeting attendance at various clients locally will be required. Successful candidates must possess excellent skills in quantitative research, analytics and oral and written communication.

Duties/Responsibilities:

  • Apply diversified knowledge of weapons systems cost estimating principles and practices in areas of assignments.
  • Lead the application of mathematical and statistical methodologies to support cost estimates
  • Plan analyses, design methodologies, collect and analyze data, and build cost models
  • Document and defend cost analyses, including life cycle cost estimates, risk assessments, trend analyses, and budget submissions
  • Develop and maintain cost and affordability models
  • Support program milestone decisions and assist in acquisition strategy development
  • Create cost databases, estimating relationships, and factors for major acquisition programs
  • Build and justify budget requirements and forecast funding needs
  • Evaluate contracting strategies and conduct economic analyses
  • Support capability acquisition planning and evaluate sustainment cost impacts
  • Develop technical documents and briefings for stakeholders and leadership
  • Present funding requirements to oversight organizations
  • Collaborate with teams to achieve organizational and project objectives
  • Apply creative problem-solving skills to address business challenges
  • Plan and conduct work requiring judgment in the evaluation, selection, adaptation, and modification of methodologies and tools.
  • Consult with senior cost analysts on unusual and complex problems.

Required Skills/Abilities:

  • US Citizenship is required.
  • The ability to obtain a government-issued Secret Clearance.
  • Knowledge of Government and DoD financial regulations, ensuring compliance with federal standards in reporting and budgeting.
  • Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics or business)
  • Three to seven years of experience in cost analysis or related field
  • Strong expertise in financial forecasting, budgeting, and cost analysis to support organizational financial goals and strategic decision-making
  • Proficiency in analyzing large datasets and preparing accurate, detailed financial reports and presentations for stakeholders
  • Demonstrated ability to perform variance analysis, identifying trends, potential risks, and opportunities for cost savings or increased efficiency
  • Proficiency in financial tools and software, such as Microsoft Excel
  • Proven experience developing and maintaining detailed financial models, including cost-benefit analyses and "what-if" scenarios for projects or organizational initiatives
  • Ability to plan and conduct cost analyses independently
  • Strong data collection, normalization, and analysis skills
  • Experience in developing, updating, and maintaining cost models
  • Ability to support program milestone decisions and assist in acquisition strategy development
  • Experience in evaluating contracting strategies and conducting economic analyses
  • Knowledge of contractual financials (e.g., invoicing, funding allocation, and burn rates)
  • Experience presenting analytical findings to high-level Government and DoD customers

Preferred Skills:

  • An Active Secret clearance.
  • Certified Cost Estimator/Analyst (CCEA) or Professional Cost Estimator/Analyst (PCEA), Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), or CPA certification
  • Familiarity with Risk Simulation tools such as Oracle Crystal Ball or @Risk
