ABOUT THE COLLEGE 

Palo Verde College is a publicly supported 2-year college located in the beautiful Southeastern California desert.  Yearly enrollment is approximately 7,000 students (full and part-time).

LOCATION

Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California.  The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley.  Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area.   Boating, fishing and hunting attract many tourists.  The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border.  The valley’s great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.


ABOUT THE TRIO PROGRAM

The Federal TRIO Programs (TRIO) are Federal outreach and student services programs designed to identify and provide services for individuals from disadvantaged backgrounds. TRIO serves and assist low-income individuals, first-generation college students, and individuals with disabilities to progress through the academic pipeline from middle school to post baccalaureate programs. 


NATURE OF THE POSITION
Under the supervision of the area administrator or designee, the Special Program Assistant will performs a wide variety of specialized and technical clerical duties independently; monitors and tracks information, including budget and expenditures, maintains program files; trains and provides work processing and clerical support for the assigned program. The Special Program Assistant is proactive, detail-oriented, and committed to encouraging student growth and engagement.

Examples of Duties

DUTIES AND RESPONSIBILITES
1. Provides clerical, work processing, and other computer services for the assigned administrator and staff.
2. Assists in coordinating student participating recruitment, career support, student mentoring, college visits, workshops, and outreach.
3. Provides accounting services and maintain the ledger on expenditures the assigned Program.
4. Prepares, maintains, and distributes a variety of financial, statistical or narrative documents, specifications, logs, records or report related to assignments; assures appropriate or requested action by monitoring and following up as necessary.
5. Assists with the collection of data and preparation of reports. 
6. Maintains confidentiality of records and compiles with the Family Educational Rights and Privacy Act (FERPA) regulations.
7. Operates a microcomputer, facsimile machine, copier, calculator, and other office equipment related to assignment.
8. Utilizes the computer data retrieval system for processing student data and typing all program letters, reports, and Program participates' rosters; process a variety of documents and information related to enrollment and student applications. 
9. Schedules facilities, meetings or travel arrangements and maintain calendars; complete related reports as assigned.
10. Receives, opens, sorts, routes, and distributes mail and faxes.
11. Assists the assigned administrator in maintaining and organizing all records and filing systems. 
12. Reviews request information, appeal or action and determine appropriate course of action.
13. Keeps an inventory of all Program equipment; order, store and maintain office supplies; order forms and other items as required.
14. Types correspondence, requisitions, memos, forms, reports and related material independently or from rough draft, copy notes or oral instructions, formal, proofread, edit, print, duplicate and distribute as appropriate.
15. Develops and organizes a library of college catalog and information, career information, and financial assistance information as trained or instructed.
16. Trains and provides work direction to student or hourly workers as assigned.
17. Updates the program’s database and collect all necessary data.
18. Coordinates all conferences and travel for department staff members; creates department purchase requisitions.
19. Communicates and collaborates with associated school officials to collect student data and records to ensure program compliance.
20. Assists in the coordination of student events, programs, training workshops, internships, mentorships, publications, special services, and related activities.
21. Maintains a friendly, supportive atmosphere for students, staff, faculty and the public.
22. Demonstrates a strong commitment to diversity, equity, inclusion, and accessibility principles in all aspects of job performance; actively promotes and creates a welcoming and inclusive environment.
23. Performs other related duties as assigned.

KNOWLEDGE AND ABILITIES
KNOWLEDGE OF:
1. Modern office practices, procedures and equipment.
2. Budget tracking and monitoring.
3. Operation of microcomputer equipment and work processing, database management and spreadsheet application software.
4. Operation of equipment, such as facsimile machine, copier and electronic telephones.
5. Correct English usage, spelling, grammar and vocabulary.

7. Date entry techniques.
8. Record keeping and filing methods.

14. Use word processing, spreadsheet and database management computer software effectively.
15. Relate effectively to people of varied academic, cultural and socio-economic background using tact, diplomacy and courtesy.


Educational/Experience Qualifications

REQUIRED QUALIFICATIONS
1. An Associate’s Degree or three years of increasingly responsible related clerical experience.
2. Record-keeping techniques.
3. Knowledge of and proficiency in the utilization of standard office productivity software programs (e.g., MS Word, Excel, PowerPoint, Outlook), personal computers, and the internet.
4. Ability to communicate effectively orally and in writing.
5. Ability to type 40 wpm.
6. Passage of the District's clerical skills tests.
7. Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, sexual orientation, disabilities, and socio-economic backgrounds.

PREFERRED QUALIFICATIONS
1. Bachelor’s degree from an accredited institution.
2. Ability to speak, read, and write Spanish.
3. Knowledge of applicable California Education Code, Title 5, Chancellor’s Office administrative procedures, applicable State and Federal regulations.

PHYSICAL DEMANDS AND WORK ENVIRONMENT
1. The physical demands and work environment are typical of an administrative job in an office environment.
2. The incumbent must be able to perform the essential functions of the job, with or without a reasonable accommodation.
3. This position may conduct routine visits to all service locations, including California Depart of Corrections and Rehabilitation (CDCR) facilities, Palo Verde College’s Needles Center, and local high schools.

CLASSIFICATION/SALARY
1. This is a 12-month full time classified position. May include evening and weekend duty.
2. Row 6 on the classified salary schedule.
3. The District offers an attractive package of fringe benefits including medical, prescription, dental, vision and life insurance as accorded per CSEA agreement.
