Position Summary
The Police Sergeant position is a uniformed first line supervisory position and is responsible for ensuring that Campus Police Officers perform in alignment with the mission and direction of the Campus Public Safety Office while complying with constitutional guidelines, policies, state laws, and a variety of complex administrative operational and programmatic functions

Supervision is exercised over Campus Police Officers and within certain assignments, civilian personnel. Campus Police Sergeants work independently in performing regularly assigned duties under general direction of a Lieutenant or other higher ranking administrators.

Special Note:
The Police Sergeant may at times be the highest ranking law enforcement/public safety official on campus. As such, the incumbent is expected to make emergency command decisions without the benefit of consultation from a higher authority. Due to the potential decision making nature of the position, the Sergeant must be prepared to provide immediate direction to the community by making decisions for the University that may marginally relate to law enforcement/public safety until such time as higher-level authority arrives on scene.

Minimum Qualifications
  • Minimum of Five (5) years of progressively responsible law enforcement experience to include supervision of law enforcement personnel, coordination of specialized duties and/or functions that demonstrate the knowledge, skills, and abilities to perform the duties of the position.
  • Five (5) years working as a certified police officer.
  • Must have worked at a sworn agency as a certified officer within the last 2 years.
  • Demonstrated experience with and/or commitment to working effectively within an increasingly diverse environment.

Preferred Qualifications
  • Bachelor’s degree from an accredited college/university.
  • Four (4) years or more of supervisory experience within law enforcement setting.
  • Proven ability to effectively train personnel in accordance with established law enforcement/public safety training standards.
  • Training and expertise in community-oriented policing practices.
  • Commitment to delivering community-centered awareness and prevention programming.
  • Ability to assess critical and emergent situations and determine an appropriate course of action
  • Knowledge of mandatory crime reporting laws/regulations and other law enforcement specific legal requirements.
  • Demonstrated analytical, decision-making, problem identification, and resolution skills.
  • Excellent oral and written communication skills and sensitivity to effectively interact with a highly diverse campus community.
  • Proven ability to consistently demonstrate a high degree of personal integrity and emotional maturity.

Work Days/Hours
Schedule varies, 40 hours per week, Sunday to saturday.

Total Compensation Range & Benefits Statement
Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position will be between $80.892 and $95,052, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.

Certification and Special Requirements:

Assessment and Testing:
Must receive a passing score on pre-employment position-specific skills evaluation and testing.

Must successfully pass a comprehensive law enforcement-specific background assessment that includes:

Criminal history check;

Driving record review;

Home interview and neighborhood site visit;

Medical examination

Psychological evaluation; and

Inclusive appraisal of work history

Certifications::
Adult CPR with First Aid and Automatic External Defibrillation (AED) certification required within 60-ays if employment. CPR for the Professional Rescuer with AED and First Aid specialization within 6-months of employment.

Must obtain supervisory certification within 24 months of employment.

Special Requirements :

No un-pardoned adult felony convictions.

No convictions for domestic violence.

No prior revocation of a law enforcement certification.

Valid driver’s license and proof of insurability.

Training Requirements:
Must obtain Oregon Department of Public Safety Standards (DPSST) Police Supervisory certification within 5 years of employment.

Candidates that have worked in a sworn police position or graduated from a basic police officer academy within the past five calendar years are exempt from this requirement.

Out-of-State Certified Police Officers are exempt from the 16-week basic police course if their training meets DPSST criteria. If approved, the employee must attend and successfully pass a 2-week DPSST Police Career Development Course (P-COD) or take and successfully pass an online DPSST P-COD course within the six (6) months of hire.

Special Working Conditions:

Work will involve both administrative and law enforcement functions. Job requires the ability to work variable shifts including weekends, holidays, and overtime as needed. Satisfactory job performances requires: manual dexterity; physical effort which may be at times extreme; ability to work under highly stressful and potentially hazardous conditions; and ability to properly use and handle personal protective equipment.
