Essential Job Duties

The Department of Landscape Architecture and Environmental Planning at North Carolina State University is seeking applications for a Postdoctoral Research position. The successful candidate will join a team of faculty working on hazard mitigation assistance, program evaluation, data analysis, and community engagement. This person will report directly to Dr. Gavin Smith (Director) and Dr. Celen Pasalar (Deputy Director) and is funded by a grant from the Federal Emergency Management Agency/U.S. Department of Homeland Security.

The position is set to begin in early October 2024 and is funded through September 2025, with the possibility of extension. In this role, the postdoctoral research scholar will help establish a nationwide University Direct Technical Assistance (DTA) network. This initiative aims to leverage a national network of university faculty and engagement experts to support under-resourced communities write and implement HMA grants and hazard mitigation plans. The scholar will be involved in data collection and analysis to enhance the effectiveness of the University DTA Network, help secure additional funding, and assist in training development and delivery. Additionally, the candidate will contribute to research efforts and develop peer-reviewed journal publications and reports.


Other Duties and Responsibilities:
  • Conduct literature review
  • Conduct evaluations and research to support the University DTA Network, including assessing effectiveness of the initiative, creating and delivering training, and identifying funding sources.
  • Collaborate with communities to assist in writing and implementing hazard mitigation grants.
  • Collaborate with both Director and Deputy Director to apply evidence-based strategies for improving the University DTA Network’s delivery.
  • Generate technical reports, peer-reviewed manuscripts, and other materials in collaboration with the Director and Deputy Director. The candidate will present the work at conferences and stakeholder meetings.
  • Assist with outreach and communication efforts and help deliver network training.
  • Supervise and train graduate students in research evaluation techniques and the delivery of training to members of the university network.

Work Schedule

Monday- Friday, 8am- 5pm

Department Required Skills

  • PhD in design, planning, social science or related field.
  • Knowledge of Federal Emergency Management Agency hazard mitigation grants management and the process by which FEMA is delivering Direct Technical Assistance to under-resourced communities
  • Possess a background in data analysis, community engagement, and training graduate students in these skills
  • Must possess excellent analytical and writing skills
  • Fluency in spoken/written English, and some experience in preparing technical publications and project reports.
  • Appreciation of teamwork, good social skills, and an ability to function in multidisciplinary circles involving experts from academia, federal and state agencies, and communities.
