JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Digital Engineering - West Department of the Communications, Information and Navigation Office (CINO) at the Applied Research Laboratory (ARL) at Penn State is seeking energetic, experienced, highly motivated, and technically sound DevSecOps & CI/CD Research Engineers with the experience to drive highly technical and strategic discussions to support Continuous Integration / Continuous Deployment (CI/CD) platform research for DevSecOps with DoD security requirements in mind to join our teams located in San Diego, CA or Hawaii.

Responsibilities of this position include:
Design and implement secure automation solutions for development, testing, and production environments
Manage continuous integration and delivery pipeline to maximize efficiency
Improve systems through updates and optimizations using various technologies
Present program overviews, proposals, and technical briefings at internal and external events
Coordinate with sponsors and team members to identify risks, issues, requirements, and design solutions for project-level activity on a day to day basis
These jobs will be filled at the intermediate professional, advanced professional or senior professional level, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline or higher plus two years of related experience, or an equivalent combination of education and experience for the intermediate professional level. Additional experience and/or education and competencies are required for higher level jobs.
Additional responsibilities for the advanced professional level include:
Manage DevSecOps project of a small to moderate size
Mentor and train employees in the development of technical, project, and business development skills
Author or co-author papers, proposals, presentations, and reports on DevSecOps
Additional responsibilities for the senior professional level include:
Manage DevSecOps project of a moderate to large size or across more than 3 classifications
Mentor and train employees in the development of technical, project, and business development skills
Author or co-author papers, large proposals, presentations, and reports on DevSecOps
Required skills and experience include:
Technical Skills:
Broad knowledge of CI/CD, DevSecOps, Cloud and the ability to leverage that knowledge in technical implementation projects
A strong understanding of security concepts, best practices and how to apply them, such as Secure Shell, public key encryption, access credentials, certificates, TLS, and data encryption to include Department of Defense and Intelligence Community security policies/processes
Skilled in Platform management e.g. Docker, Kubernetes, and micro services architecture
Leadership Skills:
Broad knowledge of CI/CD, DevSecOps, Cloud and the ability to leverage that knowledge in high or low-level strategy discussions
Highly motivated and internally motivated
Excellent interpersonal skills
The ability to dynamically prioritize tasks
Organized with attention to detail and accuracy
Ability to represent successful completion of work in Agile Management systems (e.g. Jira, Confluence, GitLab)
Personal Qualifications:
Active DoD TS/SCI clearance
Minimum DoD 8570 IAT II Baseline Certification (e.g. Security+ce, GSEC, SSCP)
DoD 8570 IAT II 'Computing Environment' training or certification (Windows 10, Red Hat 7.9, iDRAC, OpenManage, Dell OS10, PAN-OS, Rancher, GitLab, Puppet etc.)
Preferred Skills and Experience include:
Technical Skills:
Enabling application operations via designing and implementing secure process automation
Deploying DevSecOps in an Internet Disconnected environment or Dark Cloud
Experience automating DevSecOps across multiple disconnected environments
Managing source code, dependencies, and artifacts with GitLab Ultimate
Executing DevSecOps CI/CD with GitLab Ultimate
Establishing provisioning tools including Terraform, Puppet, Ansible, or related frameworks
Advanced understating of Rancher Federal & RKE2
Direct experience deploying highly available/fault tolerant solutions
Direct Software Development experience in Python, Java, C
Cloud networking deployment (e.g. Software defined networking, Ingress, Egress)
Leadership Skills:
Ability to take responsibility and accountability of program outcomes
Systems architecture design, discovery, and validation
For Higher Levels 3/4: Worked for or around General Officers, SES, or Presidential appointees
Personal Qualifications:
US Military Veterans & US Military Reservists
For higher levels 3/4: DoD 8570 IAT III or IASAE II Baseline (CISSP / CASP) and Computing Environment certification (Dell OS10, PAN-OS, Rancher, GitLab, Puppet etc.)
NOTE:
Position requires onsite support in a classified environment
Remote work supported only in limited capacity (short duration, NIPR) and with approval of the sponsor
Employee with be required to travel in support of distant end installations or break fix actions if they cannot be accomplished remotely. Such travel may be with limited (less than 3 days) notice.
Travel Includes but is not limited to: San Diego CA, Waikiki HI, Washington DC, Las Vegas NV, Colorado Springs CO

The pay range for this position, including all possible grades is:
$86,300.00 - $191,000.00Salary Structure - additional information on Penn State's job and salary structure.
