The Vice President of Direct Care supports the mission of The Children’s Shelter by serving as the Program Director and Licensed Child Care Administrator responsible for the overall administration, operations, and management of a single General Residential Operation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Leads the operation in accordance with agency policies and procedures, contract requirements, licensing requirements, and accreditation standards; and are consistent with Statutory and Minimum Standards Requirements.
- Ensures each child receives regular and frequent individual and family therapy, based upon their assessed needs and as authorized.
- Schedules and holds Service Planning Team Meetings in accordance with the agency’s Evidence-informed Treatment Model and based on the child’s needs and permanency plan.
- Oversees the use of the agency’s Evidence-informed Treatment Model to ensure it is practiced throughout the operation and is used as the basis to form all policies, procedures, practices, schedules, and programming related to the service programs.
- Maintains a current Logic Model specific to the provisions of the relevant Child Care Operation Services Package, modifying the Model over time based on the operation’s Continuous Quality Improvement process.
- Ensures the correct Assessments are administered in accordance with the program requirements, and the results of the Assessments are used to inform the customized Service Plan.
- Coordinates training for employees working in the service programs and the support services.
- Hires, supervises, trains, advises, assists, supports, and evaluates program and administrative staff.
- Oversees customized case management, logistical support, transportation, coordination, recreation, and documentation/record keeping of services in accordance with the Service Plan.
- Ensures documentation of all services the client is receiving through STAR Health, HHSC Behavioral Health, Early Childhood Intervention, the education system, and any other county, community, or state agency.
- Ensures coordination of and participation in school enrollment, including advocating for, and ensuring various educational testing and plans are completed and accommodations and/or supports are in place to aid in the child’s educational success.
- Monitors coordination of care with the client’s medical and behavioral health provider network.
- Leads staff scheduling to ensure appropriate ratios of caregivers to children/youth in accordance with service program requirements.
- Responsible for the Food Service program that supports the direct care programs.
- Ensures licensing and regulatory inspections/services are performed as required.
- Maintains monthly control of staffing costs, and coordinates purchases and maintenance of supplies/equipment for the direct care programs and food services.
- Plans and manages the annual budget for direct care programs.
- Regularly evaluates the quality and varieties of services provided by the direct care programs, food service, and assessment services providing feedback for improvements to the CEO; communicates concerns and reports incidents occurring within the programs.
- Reports program and administrative outcomes to the Performance and Quality Improvement Committee and the Environment of Care Committee; recommends program revisions to improve effectiveness.
- Performs other specified duties as assigned.

- Demonstrates consistent and reliable punctuality and attendance. Attends work in accordance with agency leave policy.
- Contributes to building a child welfare system that is safe, secure, and stable; family centered; connected to the community; and which relies on evidence-based practice necessary to support contract services in Bexar County.
- Adheres to all policies and procedures of the agency and its accrediting and standard setting bodies, such as Council on Accreditation (COA) and state licensing.
- Maintains client confidentiality per The Children’s Shelter standards and all applicable codes of ethics.
- Learns, understands, supports, and demonstrates The Children’s Shelter mission, vision, and values.
- Demonstrates the Trauma Informed Care principles and practices with peers, clients, and external stakeholders.
- Promotes and demonstrates appropriate respect for cultural diversity among coworkers and clients.
- Attends mandatory trainings as defined in positions training matrix by the assigned deadline.
- Uses outside professional collaboration and intra-agency teamwork appropriate to the agency.
- Avoids all conflicts of interest, real or perceived.
- Maintains proper, current license and abide by all laws, rules, regulations, and codes of ethics that are binding upon or applicable to the services performed for The Children’s Shelter.
EDUCATION AND EXPERIENCE
- Minimum of bachelor’s degree applicable to nonprofit child welfare services (social work, counseling, business management, etc.) required; at least five (5) years experience in a residential childcare setting may substitute for education.
- Licensed Child Care Administrator certification.
- Supervisory experience managing multiple systems of care with knowledge of nonprofit management including budgeting and staff management.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of and experience in program operations including licensing standards, accreditation standards, and contract/purchasing management.
- Knowledge of and experience in the DFPS systems
- Computer experience, including Microsoft Office Suite
- Ability to engage and communicate effectively with people from diverse cultures and communities, as well as from different groups.
- Ability to write clearly, accurately, and descriptively, using appropriate vocabulary, grammar, and language.
- Ability to supervise a staff of varying educational and experiential backgrounds.
- Ability to develop and administer new programs as required by client needs.
- Ability to advocate effectively at the community, state, and national levels.
- Skilled in organizing work in a responsible way in an environment with multiple challenges and priorities.
- Valid driver’s license and auto insurance; maintain driver’s license with a clear driving motor vehicle record in accordance with established guidelines of the corporation; access to reliable and safe transportation for self.
DESCRIPTION OF WORKING ENVIRONMENT
The physical demands of the position include sitting, standing, walking, and operating a computer for several hours per day. The working environment is inside and outside. Supervision of staff and reacting to service demands will be constant and time-consuming with constant interruptions and will often require 24-hour availability. Work hours will vary based on the needs of the clients, with weekend and evening work required.
