Class Description
The purpose of this class is to perform advanced level duties in maintaining various accounting records for an assigned College department or division.
Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.
Minimum Requirements
Bachelor's degree and three years of professional finance experience required. Master's degree and/or CPA certification preferred. Knowledge of Generally Accepted Accounting Principles (GAAP). Experience with automated accounting systems; proficient with Microsoft Office applications and software required. Additional preferred qualifications include: a working knowledge of the SCT Banner system, higher education finance experience or higher education experience in Capital Accounting/Budgeting.
Class Specific Essential Duties
- Train and direct the work of lower level accounting personnel as required.
- Provide accounting/budget support to internal and external associates.
- Manage and analyze all capital financial activity.
- Oversee, monitor and/or control capital appropriations and expenditures as required.
- Coordinate capital year-end closeout.
- Perform internal auditing functions as required.
- Prepare year-end audit schedules.
- Serve as liaison to Facilities Management, Plant Operations & Finance departments.
- Prepare various financial reports and statements in compliance with federal, county, and state regulations.
- Responsible for the maintenance, accuracy and reliability of the capital chart of accounts.
- Prepare, review and analyze capital budgets.
- Oversee the integrity of the College's space inventory.
- Analyze and interpret new and revised state, federal and local regulations/guidelines as they relate to capital budgeting/accounting.
Position Specific Essential Duties
- Coordinate daily workflow of Capital Finance department.
- Review and ensure that financial management reports are in proper form and convey accurate financial data.
- Approve financial documents e.g. invoices, purchase requisitions.
- Manage county and state project reimbursements and close-outs.
- Review and analyze project balances - county/state/CCBC and coordinate adjustments.
- Prepare capital year-end audit schedules e.g. year-end payable, CIP.
- Prepare internal financial reports for use by management.
- Manage the capital account structure in the Banner Finance system.
- Perform routine data entry.
- Assist in the development of CCBC's county capital budget in accordance with county regulations/guidelines.
- Develop, analyze, reconcile and resolve discrepancies in the College's space inventory.
- Prepare and submit to the Maryland Higher Education Commission the annual space inventory report.
- Assist in the development of CCBC's state capital budget in accordance with state regulations/guidelines.
- Utilize state's Capital Budget Information System for budget data entry.
- Assist in the preparation of budget presentations to state/county agencies.
- Prepare budget forecasts.
- Prepare county budget allocation requests.
- Prepare state budget allocation requests for submission to the Maryland Board of Public Works.
- Draft internal/external correspondence.
- Maintain electronic repository for capital files.
